Oksana Yoon is the managing director, learning & donor coordination at CIPE. In this capacity, she provides critical input into strategic planning efforts, ensuring long-term success of CIPE projects and oversees the production of all CIPE reports and proposals to various donors. Working with the Monitoring, Evaluation and Learning department, she oversees development of high-quality evaluation products that reflect CIPE’s programmatic impact, as well as the implementation of CIPE’s centralized platform for tracking project results and indicators, which will enhance organization-wide analysis, learning, and storytelling. Re-introducing the stand-alone Knowledge Management (KM) function at CIPE, she is working with KM Director on designing and implementing strategies to capture, store, distribute, and utilize organizational knowledge to enhance productivity and decision making.
Prior to joining CIPE in 2001, Yoon was an educator both in Russia and in the United States. At CIPE, she started in the Eurasia/Europe regional department working on programs in Russia, Ukraine, and Belarus, and spearheaded creation of the Program Coordination Unit that worked across the entire organization on ensuring successful planning and implementation of CIPE’s growing portfolio before becoming the managing director.
Yoon holds a bachelor’s degree in English and German from the University of Novosibirsk, Russia, and a master’s degree in international commerce and policy from George Mason University. She is also a graduate of the U.S. Chamber Institute of Organizational Management and holds several PMD Pro certifications.
