Tearing down barriers to market entry opens routes to formality and creates new opportunities for both the informal sector as well as the poor. The Center for International Private Enterprise’s (CIPE) response to the informal sector addresses underlying institutional failures in order to encourage entrepreneurship, preserve the rights of business owners, and improve democratic governance. This toolkit explains the origins of the informal sector and describes methods for improving participation in markets and policymaking.
