Building AI Innovation Through American Leadership

The race for AI dominance is on and the leader may secure the future course of the 21st century economy. To ensure American leadership in this rapidly evolving space the Trump Administration has unveiled its highly anticipated “Winning the Race: America’s AI Action Plan,” which outlines three key pillars for the United States: accelerating innovation, building infrastructure, and leading in international AI diplomacy and security. This plan was crafted with over 10,000 public comments after the Office of Science and Technology Policy sought input from a diverse range of stakeholders, including government, the private sector, civil society, academia, and the public earlier this year. 

The Action Plan highlights the need for broad-based participation and benefit from AI innovation and adoption. Key recommendations align closely with CIPE’s ongoing initiatives to identify like-minded businesses and associations worldwide that are committed to advancing democratic AI innovation, promoting flexible governance, and countering digital authoritarian overreach. 

America is at a critical point in harnessing AI… to create a safer, stronger, and more prosperous future.

CIPE and its partners are well-positioned to contribute to the goals of the AI Action Plan through its ongoing projects in Latin America, Central Europe, East Africa, and Southeast Asia and the Pacific. Here’s how CIPE is making a difference: 

• Advancing Digital Upskilling: CIPE is enhancing digital skills, public policy and governance capacity across the private sector in emerging economies.
• Fostering Public-Private Partnership: CIPE fosters cooperation between business, government, and civil society, to build an enabling environment for the AI economy and U.S. technology leadership.
• Cooperating with Democratic Allies: CIPE is actively participating in international standard-setting bodies where democratic norms and standards for technology are shaped.
• Countering Digital Authoritarianism: CIPE is identifying and pushing back against the spread of Chinese Communist Party (CCP)-backed technologies that undermine human flourishing, rights, markets, and competitiveness.
• Building a Coalition for Democratic Innovation: CIPE is promoting open-source and open weight AI, interoperability, and local AI innovation.

Indeed, America is at a critical point in harnessing AI.
