Improving Public Governance: Closing the Implementation Gap between Law and Practice

Implementation gap is the difference between laws on the books and how they are carried out in practice. Many countries have legal frameworks that in principle should allow them to implement far-reaching social reforms and make daily functioning of the government helpful to ordinary citizens. However, just as many countries suffer from these implementation gaps, which in turn undermines the policy changes CIPE and its partners have worked hard to implement. While this study acknowledges the fact that addressing this issue is highly dependent on the country’s internal condition, it still provides us with helpful strategies to use in combating implementation gap.
