Kim Barker is an experienced global executive and is the executive vice president and chief legal officer at Bally’s Corporation. Barker oversees Bally’s global legal, compliance and data privacy teams, supporting the company’s global strategic initiatives in North America, Europe, the Middle East and Africa, Asia Pacific, Latin America, and the Caribbean and other emerging markets. Barker has deep business experience and knowledge of lottery, gaming, and governmental law, as well as experience with complex merger and acquisition transactions, real estate development, public private partnerships, public finance transactions, corporate governance, and regulatory matters.
Prior to joining Bally’s, Barker served as General Counsel and Vice President, Legal and Regulatory Affairs for Chicago-based Northstar Lottery Group, LLC, a majority-owned IGT affiliate. She also served as general counsel to the Illinois Student Assistance Commission, an Illinois state agency. She was also a partner in the public finance and governmental law practice groups of two prominent Chicago-based law firms – Altheimer & Gray and Pugh, Jones & Johnson, P.C.
Barker’s impact on the gaming industry is widely recognized. She was recognized as one of iGB’s Most Influential Women in 2022 and included in Global Gaming Business’s 25 People to Watch for 2020 and 2024. In 2024, Savoy Magazine named her a Top General Counsel.
Barker serves as the president of the Community College of Rhode Island Foundation Board of Trustees, is a member of the Board and Executive Committee of the American Gaming Association and is the co-chair of African Americans in Gaming. Barker also serves on the Board of International Association of Gaming Advisors, which is an industry association comprised of the industry’s leading attorneys, senior executives, financial advisors, regulators, consultants and academics across the globe, whose purpose is to connect expert advisors through shared experiences and education to influence the advancement of global gaming. She also serves on the Board of Providence Mutual Insurance Company and Blue Cross Blue Shield of Rhode Island. Barker’s board experience includes serving on governance, audit and compensation committees.
Alongside her accomplishments, Barker is a mentor and sponsor and demonstrates exemplary leadership at Bally’s and in the gaming and legal fields.
Barker is originally from New York and now resides in Rhode Island, home to Bally’s headquarters. She considers Chicago her professional hometown after spending over two decades practicing law and raising a family there.
