Before you start on any advocacy effort, begin by asking “What do you want to do? Why? Once we’re done, what do we want to know, or want to achieve?”

After defining these objectives, consider your tech environment: which tools do you use for contacting your audience, how comfortable is your audience with these tools, and the connectivity, reach, and reliability of these tools. Many countries, for example, primarily use simple mobile phones with only SMS capabilities.

Next, consider conducting an inventory of your organization in terms of its capacity – what technology does the staff have access to and under what conditions, personnel expertise areas, financial resources, and time. Then, you can begin to implement the first steps of your advocacy strategy.
