Louisa Tomar is the Director for the Center for Digital Economy and Governance at the Center for International Private Enterprise. Louisa oversees cross-regional programs on digital commerce and digital governance, the rise of digital authoritarianism, and the future of democracy, technology and markets. Louisa manages an extensive digital economy portfolio including co-authoring the Digital Economy Enabling Environment Guide, supporting business advocacy on digital policy and developing digital literacy resources and training. She has supported partner activities in Colombia, Ethiopia, Kenya, Tunisia, Bangladesh, Indonesia, the Philippines and beyond. Louisa has published and spoken around the world on the impact of digital transformation on democracies and business communities in emerging markets.
Prior to joining CIPE, Louisa consulted for the Inter-American Development Bank (IDB) where she co-authored a policy guide on the use of big data to improve public service delivery in Latin America and the Caribbean. She spent her early career in microfinance and financial inclusion, working on regulatory analysis, risk management and compliance at FINCA International, Inc. She holds a master’s degree in Development Management from the London School of Economics and Political Science (LSE) and a bachelor’s degree in Political Science and Women Studies from the University of Maryland, College Park. Louisa is also fluent in Spanish.
