BACKGROUND:
The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems, democratic governance, business advocacy, and anti-corruption & ethics.
SCOPE OF WORK:
CIPE seeks to contract a consultant to conduct interviews, focus group discussions as well as undertake desk research, analyze data from various interactions, research products and reports, to assess and document the impact of the Asia Think Tank Network on the maturity, influence and development of think tank partners as champions of market-oriented reforms and advocates of democratic principles. Established in 2016, the Asia Think Tanks Network aims to strengthen capacity of economic and governance think tanks committed to promoting market-oriented reforms and democratic principles. CIPE facilitates the network and provides support through various technical assistance to improve how the think tanks communicate their policy solutions to general public.. The network serves as a vehicle for peer learning, capacity building, and a platform for collaboration. Currently, the network has 20 member think tanks representing eight countries in Asia and the Pacific region.
The network has the following objectives:
- Assist governance and economic think tanks in Asia to promote market-oriented reforms;
- Facilitate peer learning and experience sharing for in-country and regional collaboration amongst think tanks from across Asia on development experiences and policy lessons;
- Strengthen the think tank’s capacity to generate knowledge or provide policy advice;
- Raise the region’s voice in the international arena on issues related to market-oriented reforms including economic and governance topics.
Products/Deliverables:
The specific deliverables expected from the consultant will be:
- A comprehensive assessment report documenting the network’s impact, best practices and lessons learned with regard to the maturity, influence, and development of think tank partners based on the network’s objectives and the conduct of the following activities:
- Peer-to-peer networking
- Small Grants for research and/ or policy-advocacy activities
- Regional policy forums and training workshops
- Peer learning webinars
- Externship program
- Recommendations to improve CIPE’s Think Tank Network program, particularly on introducing new network initiatives and other innovations to support emerging needs of think tank partners.
- Present assessment findings to CIPE and the network members
QUALIFICATIONS:
- Experience in conducting impact assessments of development programs and/or projects ideally with civil society organizations and think tanks.
- Experience in policy, advocacy, and research especially on topics related to democratic engagement, good governance, economic and market-oriented reform, and business enabling environment.
- Strong understanding of Asia-Pacific’s political and economic issues, trends, and developments.
- Strong written communication and stakeholder engagement skills.
- Fluency in English required.
