The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems, democratic governance, business advocacy, anti-corruption & ethics, and trade.
SCOPE OF WORK
The Center for International Private Enterprise (CIPE) – Latin America and Caribbean Department is working with the Quito Chamber of Commerce (QCC) on a project focused on enhancing democracy through empowering private sector actors to engage in inter-regional business dialogue and cooperation. The program also seeks to improve the effectiveness of evidence-based dialogue that informs policymaking and supports the expansion of the digital economy and economic recovery in the era of COVID-19.
As part of the program, CIPE will work with QCC to analyze its current organizational structure, available programs, and opportunities for growth in order to expand the national reach of the Chamber. Therefore, CIPE is seeking to recruit a Consultant to provide technical assistance and conduct an in-depth review of the Chamber’s organization functioning using a pre-developed framework (entitled: “Business Association Capacity Assessment”) which includes desk research, interviews with leadership and stakeholders, focus groups, and a review of key documents, to make technical recommendations to the Chamber, and send feedback to CIPE.
RESPONSIBILITIES
The Consultant will work under the supervision of the Ecuador Program Officer of the CIPE Latin America and Caribbean Team and in close coordination with the Quito Chamber of Commerce to conduct the assessment and share results. The Consultant activities will include, but are not limited to the following:
- Conduct a Business Association Capacity Assessment (BACA) using CIPE’s pre-determined methodology.
- Upon successful completion of the assessment, prepare and submit a detailed post-assessment report outlining the proceedings and outcome of the assessment.
The CIPE Latin America and Caribbean Team plans to engage this consultant for 17 working days.
REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE
- Minimum University degree in International Development, Political Science, Economics, Sociology, Public Policy, Business, or related field
- At least five years of experience in conducting training and/or assessments for capacity building
- Demonstrated experience in similar assignments
- Experience working with chambers of commerce and/or business associations
- Experience working both independently and in team-oriented, collaborative environments is essential
- Excellent written and oral communication skills in English and Spanish
