Program Officer, South Asia


The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy. Since 1983, CIPE has worked with business leaders, policy makers, and civil society to build institutions vital to a democratic society. CIPE’s key program areas include: Enterprise Ecosystems, Democratic Governance, Business Advocacy, Anti-Corruption & Ethics, and Trade.

Position:                     Program Officer, South Asia

Reports to:                 Regional Director, Asia & the Pacific


Scope: CIPE is seeking a full-time, Washington, D.C. based Program Officer, Asia in the Asia department. As part of a team reporting to the Regional Director the Program Officer will play a critical role in creating and implementing a strategic vision for an assigned portfolio of projects across Asia, likely to include Pakistan, Sri Lanka, Nepal and Bangladesh. As a key CIPE representative, the Program Officer will promote the organization’s mission and cultivate relationships that support CIPE’s efforts and will work collaboratively across the organization to meet CIPE’s strategic goals.



  • Develop and implement a strategy for accomplishing CIPE’s objectives on strengthening democratic governance and democratizing economic opportunities in Asia, working as part of a team reporting to the Regional Director.
  • Design, implement, and manage a portfolio of projects in a portfolio of countries. Project responsibilities have the following dimensions:
    • Develop donor concept papers, proposals, reports and correspondence.
    • Serve as CIPE’s representative to promote democratic market-oriented institutional reforms in developing countries. This will include developing and implementing training programs, public speaking at conferences and events and other public outreach activities and facilitating meetings with partners and potential partners.
    • Analyze, research and be familiar with the region’s political and economic landscape, identifying opportunities for CIPE programming.
    • Identify potential partner organizations and beneficiaries in-country and work with them to design effective democratic and economic-reform programs.
    • Establish and maintain regular communications with project partners and key stakeholders
    • Monitor grantee performance to ensure full compliance with objectives, financial and reporting requirements, and evaluation plans.
    • Evaluate projects – through on-site visits, file reviews, and coordination with independent evaluators where appropriate.
    • Develop project reports, summaries and assessments.
  • Establish and maintain relationships with other donor organizations to identify linkages with CIPE strategies, monitor trends, and assess new funding opportunities.
  • Collaborate with multiple CIPE departments to achieve programmatic goals, including Communications, Grants and Finance, Knowledge Management, and other regional teams.
  • Monitor current events, including political and economic changes, and US relations in the region and assess the impact on ongoing and planned CIPE projects.
  • Supervise, develop and manage program staff, including Program Assistants, Program Coordinators, field staff and consultants.


  • Bachelor’s degree in one the following fields is required: International Relations, International Business, Economic Development, or Public Policy
  • Master’s degree, or the equivalent experience, in International Relations, International Business, Economic Development, or Public Policy is preferred
  • At least five years’ experience showing a proven track record in project, budget and staff management in the countries of focus, likely to include Pakistan, Sri Lanka, Nepal and Bangladesh.
  • Educational and/or professional background in at least one of the following relevant areas preferred: non-profit governance and capacity building; policy advocacy and policy reform; anti-corruption, compliance, corporate governance, or business transparency and sustainability; opening political space in closed societies.
  • Excellent English writing, communications, analytical and presentations skills. Ability to synthesize and evaluate complex information and provide input on relevant decisions.
  • Demonstrated understanding of key political, economic and business trends across Asia.
  • Experience managing projects funded by a variety of US and non-US donors.
  • Excellent organizational and interpersonal skills. Detail-oriented and able to handle multiple tasks with limited supervision, working in a fast-paced, global environment, managing projects with multiple deliverables or dependencies.
  • At least five years’ experience producing successful program proposals and high-quality program evaluation reports for a variety of donors.
  • Understanding of issues related to democratic development, political reform, and market-oriented economic development.
  • Professional experience in the countries of focus, preferred.
  • Fluency in languages relevant to countries of focus is preferred.
  • Must be willing and able to travel frequently to the region.
  • Ability to prioritize and handle multiple tasks in a fast-paced environment.
  • Ability to work independently with minimum supervision.
  • Strong financial acumen and ability to develop, manage, and monitor project budgets.
  • Proposal writing skills, preferred.
  • Proficiency in MS Office, specifically MS Word, Excel and PowerPoint.
