Labor Law Specialist – Malaysia

Background:

The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems, democratic governance, business advocacy, and anti-corruption & ethics.

Scope:

The Center for International Private Enterprise (CIPE) is seeking interested analysts and researchers for a three-month research study investigating the status of labor laws related to the Malaysian palm oil industry. The research aims to assess the status of labor law and regulations which impact the palm oil industry in Malaysia. The researcher will identify all labor and employment regulations which impact the Malaysian palm oil industry and identify enforcement gaps that may present a risk to palm oil suppliers and manufacturers.

The Labor and Employment Law specialist will gather data using a variety of methodologies (i.e. desk research, interviews). The Specialist will also work closely with CIPE partners and local staff to produce a country needs assessment report to use in designing and implementing CIPE’s integrated compliance strategy in Malaysia. The report will include desk research on relevant data, and analysis of the employment, labor, economic and political developments, as well as research on the relevant factors bearing on the recent developments including policies, laws, regulations, and implementation thereof. The Specialist may also be retained to assist CIPE staff with developing policies and a training to address gaps in labor and employment law.

Minimum qualifications include:

  • Demonstrated experience in research techniques and data analysis;
  • Demonstrated experience developing and designing labor/employment compliance training;
  • Demonstrated experience and knowledge regarding labor/employment laws governing the Malaysian palm oil industry;
  • Commitment to free market principles and the ideals of Freedom, Equality, Inclusion, Participation, Prosperity and Growth;
  • Commitment to ethical and professional standards of research and evaluation, including work with potentially vulnerable populations;
  • Moderate knowledge of Malaysian and Indonesian labor, employment and business landscape;
  • Proficiency in written and spoken Malay.

Other desired qualifications include:

  • Experience monitoring employment and labor law issues or regulatory compliance;
  • Knowledge of issues in the region and the nuances of Malaysian politics;
  • Knowledge of regional, political and economic dynamics in Southeast Asia;
  • Excellence in writing, reporting and English composition;
  • Demonstrated competency in standard Windows-based office software

Duration:

Immediate start; completion in February 2021.
