UCIPRs project activities have significantly contributed
to a national reform-oriented debate that resulted in several
noteworthy legislative and policy changes that considerably
reduced transaction costs in the Ukraine. Through this program,
businessmen and other interested members of civil society
advocated for reform by facilitating roundtables, publishing
articles and launching awareness campaigns. As a result of
their activism, a State Program of Small Business Development
was approved by the Parliament and licensing procedures were
noticeably streamlined. The system of taxation, accounting
and reporting was simplified and the annual number of required
inspections was reduced from 100 to 22. A decree was also
issued to abolish a stamp duty, which was typically levied
on all contracts and customs documents of any commercial entities,
except state-owned and budget-funded entities and small businesses.
