As Bulgaria undertakes the transition to democratic government
and a market-oriented economy, a system of crony capitalism
has taken root, forcing an increasing number of entrepreneurs
to eke out a living in the informal sector. Given this situation,
CIPE has partnered with the Centre for Social Practices to
conduct an investigative study of informal business activity
in Bulgaria in order to identify obstacles to formality. Following
the study, CSP will hold roundtable discussions with representatives
of the entrepreneurial and small business communities, and
independent experts to formulate policy recommendations that
will lower barriers to formality. The Centre will also publish
a policy paper specifying additional regulatory reforms that
will be the focus of future advocacy efforts.
