ACER conducted a research and advocacy program to measure
the extent of cross-border trade (both legal and illegal)
and its impact on Albania¹s economic and democratic development.
The program examined the effect of cross-border trade on regional
development in four communities reliant on trade and identified
the impact of illegal trade on crime and corruption. Moreover,
the program recommended policy alternatives to reduce reliance
on informal cross-border trade, and suggested constructive
mechanisms to fight crime and corruption stemming from illegal
trade.
