What are the keys to empowering people through expanding access to information ? One important lesson is that  information only has value in its local context. Trust in the information provider is crucial. Audiences are more receptive when they have a relationship with the source or intermediary.

Sometimes policy reformers have pushed great ideas to the business community, for example, only to see them fall flat because they had not built a relationship and gained buy-in.

Be attentive to incentives and interests that shape attitudes and behavior. Many training programs make the mistake of assuming that participants will automatically use the information they receive. The EmprendeAhora program in Peru has found that university students from rural areas are much more receptive to ideas of entrepreneurship and democracy when they are running their own business or NGO. They then feel they have a stake in the system and the ideas become more relevant.

We’ll explore more lessons in a webinar with Marcela Prieto, who will discuss the South American magazine Perspectiva and efforts to expose policymakers and the private sector to democratic and market-oriented themes. We’ll also hear about CIPE’s programs to develop access to information in other parts of the world, such as the Middle East. These programs range from supporting the legal environment for freedom of information in Egypt  to improving the quality of economic journalism , such as an innovative program for journalists in Kyrgyzstan.
