On September 14-16, 1998, CIPE and the Economic Development Institute of the World Bank co-sponsored a region-wide NIS Conference in Moscow, Russia, entitled "Seven Years After the Break-up: A Regional Conference for the New Independent States." Business associations and think tanks throughout the NIS gathered to examine how far their countries have come in the transition to market-based democracies, and how to overcome the obstacles that remain along that path. While the first two days were devoted to key economic reform issues, the third day consisted of a workshop for building the capabilities of think tanks. Sixty-one representatives from fifteen countries (twelve NIS countries) participated in the Conference. In addition to formal presentations, they had the opportunity to meet informally and build networks for the common goals of advancing economic reform.

John Bohn

What conditions do lenders and investors seek in countries where they potentially would invest? John Bohn, Managing Director of Burson-Marsteller's Sovereign Financial Communications Program and former President of Moody's Investors Service, speaks to representatives of eleven NIS countries about what does and does not work for a country to gain investment. Mr. Bohn explores such issues as the proper role of government and a country's attitude towards business.

John Sullivan

John Sullivan

John Sullivan has been a part of CIPE since its establishment in 1983. He has played a key role in many of the hundreds of projects that CIPE has undertaken all over the world. In his speech, "Engines for Promoting Economic and Democratic Reform," Dr. Sullivan gives examples from Latin America, Asia, and their region, the NIS, of the impact that business associations and think tanks have made in promoting democratic and economic reform.

Bernardo Villegas

Bernardo Villegas

Bernardo Villegas gives his perspective of the Asian crisis and suggests lessons that the NIS can learn from it. Observing that human beings constitute any country's greatest resource, he declares that there is always hope so long as there are human beings in the country. Dr.Villegas is Dean of the School of Economics of the University of Asia and the Pacific in Manila, the Philippines. He often advises government officials on many policy issues and has recently been asked by President Estrada to help promote the Philippines among local and foreign investors.

Marek Dabrowski and Bernardo Villegas

Marek Dabrowski, Chairman of the Center for Social and Economic Research in Poland, and Bernardo Villegas, Dean of the University of Asia and Pacific (formerly the Center for Research and Communication) in the Philippines, describe the creation, goals, and projects of their research organizations. They presented these "case studies" to the representatives of NIS think tanks who participated in the day three seminar.

Andrei Illarionov

Andrei Illarionov

Andrei Illarionov is one of Russia's leading economists and the Director of Moscow's Institute of Economic Analysis. He has played a key role in advising earlier reform-oriented governments in matters relating to economic policy and was one of the few economists who argued for an early devaluation of the ruble to forestall the kinds of economic consequences that the August devaluation entailed. In his Conference speech, Dr. Illarionov analyzes who bears responsibility for the Russian financial crisis, as well as what should be done now and in the future to avoid repeating mistakes.

Alexander Chesnokov

Alexander Chesnokov

A key economic issue for any country in transition is taxation policy. Alexander Chesnokov, Vice President of the Chamber of Commerce and Industry of the Russian Federation (RCCI), discusses Russia's taxation policy in this conference speech. RCCI is Russia's leading business association, providing entrepreneurial services to its members and serving as a voice of business on many topics, including taxation.
