REQUEST FOR PROPOSAL – Farsi Language Website
The Project
The Center for International Private Enterprise (CIPE) is seeking proposals from contractors to upgrade and manage a Farsi-language website.
The goals of the upgrade are to:
- Update the look and feel of the existing site to reflect current industry standards and make the site more attractive to visitors.
- Improve organization of content and site navigation to make it more intuitive for users and to make content more readily accessible.
- Maximize site searchability, both in terms of outside search engines and the internal site search
- Give CIPE staff ability to add and edit content in-house, via a user-friendly content management system.
Scope of Work
I. Web Site Upgrade
CIPE seeks to enhance a Farsi-language website. The site should include but is not limited to the following:
- Redesigned home page with:
- Simplified, user-friendly navigation system
- Flexible space to allow for display of news and other frequently updated content, as well as long-term or semi-permanent featured content
- Multimedia – video, photos, audio
- Redesigned back pages for the following sections (with the possibility of adding new sections in the future): News, Publications & Resources, Events, About CIPE; as well as specific topic pages (i.e. anti-corruption, corporate governance, business associations, etc.)
- User-friendly WYSIWYG content management system, to allow staff to post content to the site
- Site optimized for indexing by major search engines (Google, Yahoo!, etc.)
- Integrated contact management system with email signup capability and broadcast email service
II. Website Management
The contractor will be responsible for maintaining the general function of the website. Details are as follows:
- Uploading and maintaining consistent format and style for presenting material
- Managing and maintaining all current and future articles on website databases, as well as any multimedia content (e.g. audio/video clips)
- Statistics reports and information about visitors upon request
- Managing all interactive forms such as subscription forms and magazine survey
- Domain registration and renewal for website
- Maintaining e-mail accounts for website (quota, storage, etc.)
Proposal Contents
Interested contractors should submit a written proposal including the following components:
- Organizational background showing familiarity and expertise in designing Farsi language websites for non-profit or for-profit organizations
- Technical specifications of proposed website
- Plan of action and implementation timetable to address the scope of work and deliverables
- Budget
- CVs of consultants/project team
- References with website links demonstrating current and/or past work

Role Summary:
The Regional Finance Officer, located in Washington, DC, is assigned to a geographic region and is the main point of contact for that region’s U.S. and overseas program staff regarding all budgetary and financial issues, requirements and information. Responsible for oversight and monitoring cash flow, budgeting, financial reporting within the assigned region.
Primary Duties Performed:
General
- Overall financial monitoring, troubleshooting and problem solving of financial issues related to programs
- Prepare a variety of financial reports for internal and external use
- Liaise with program coordination unit
- Participate in annual budgeting process and prepare respective regional cash flow projections, burn rates and forecasts
- Assist Finance Manager with A133 Audit
- Manage re-class and correcting entries in the accounting system related to programs as needed
Budgeting
- Work closely with program staff to ensure accuracy and completeness of all proposals budgets
- Ensure that approved project budgets are timely and accurately incorporated into the database and finance systems
- Review expenditures against budgets, financial obligations, and working budgets and take appropriate corrective action as necessary
Financial Monitoring and Reporting
- Prepare and/or review financial reporting to donors as needed
- Process invoice verifications and other internal monitoring procedures
- Oversight of partner grants financial monitoring (ensuring compliance and necessary follow up for outstanding reports)
Field Offices
- Oversee internal audit as related to field offices
- Oversee field office advance-liquidation-reconciliation process
- Review, track and approve requests for advance of funds and Partner with HQ Finance to ensure timely payment
- Monitor submission of liquidation reports to ensure timeliness
- Review liquidation reports for accuracy, proper coding, compliance, etc. and approve acceptance of the reports
- Prepare monthly reconciliations of bank balances, field office records, advance accounts, etc.
Optimal Qualifications:
- 5 plus years experience
- BA Accounting or Finance
- International business experience
- Knowledge of / experience with federal grant management
- Ability and desire to work in a team-oriented environment
- Understanding and knowledge of automated systems
Language Skills: Russian, Farsi, or Arabic preferred

Program Assistant, Eurasia and Belarus
Reports To: Program Officer, Eastern Europe and Eurasia
Scope: This position is based in Washington, DC and will have the responsibility of working on the CIPE programs in Belarus and Central Asia with potential secondary responsibility to other regional and/or country initiatives and communications support. The position requires a dedicated Program Assistant to provide administrative, programmatic and communication support for the program.
Responsibilities:
- Correspond via e-mail and phone with program partners to coordinate program development and track program progression.
- Assist in writing, reviewing, editing and preparing quarterly narrative and financial reports, program proposals, articles, press releases and other documents for submission to donor agencies and CIPE internal and promotional use.
- Create and maintain a variety of program and correspondence files for the Eurasia department.
- Process invoices, vouchers, field office liquidations and other financial procedures.
- Develop and maintain systems for tracking project reports, approvals and payments.
- Handle international travel arrangements and local meeting logistics, as needed.
- Prepare routine correspondence and mailings.
- Perform clerical duties, as needed.
- Adhere to appropriate office procedures, CIPE, NED and USAID policies and procedures.
Education:
- BA degree or equivalent required.
Experience or Skills Desired:
- Excellence in writing, reporting, and English composition.
- Excellent organizational, interpersonal and communication skills.
- Ability to take initiative to manage multiple, detail oriented-tasks with limited supervision.
- Background in Eurasian (former Soviet Union) economic and political affairs and/or democracy development programs.
- Working knowledge of Eurasian (former Soviet Union) political, social, economic, and cultural environment.
- Fluency in written and spoken Russian required.
- Minimum two years of administrative office experience.
- Computer knowledge, preferably Microsoft Office, Internet, Excel, and Power Point.

Program Officer Middle East and North Africa
Reports to: Regional Director for Africa and the Middle East
Scope:
CIPE is in the process of securing funding for a program in Iran that will require a dedicated Program Officer to execute and manage the program. The position will be based in Washington, DC
The position will have responsibility primarily for this particular program, with potential secondary responsibility to other regional and/or country initiatives and communications support.
Responsibilities:
- Manage the program in Iran.
- Provide technical assistance to partner organizations when appropriate and qualified to do so, with special regard to matters of anti-corruption, corporate governance, privatization process, and advocacy.
- Work with donor organizations and staff to develop projects, grants and/or contracts to further democratic and economic reform in the Middle East.
- Cultivate and maintain positive relationships with other donor organizations to create support linkages with CIPE strategies and to monitor trends.
- Monitor current events and US relations in Iran and assess the impact on ongoing and planned CIPE projects, as well as directly contribute to the formulation of annual regional strategy.
- Understand and adhere to appropriate grant and office procedures.
- Supervise junior program staff on program coordination and systems.
Requirements:
- Master’s degree in International Relations or related field
- Minimum three years’ professional experience working on programs in Iran and the region.
- Strong knowledge of Iran’s political, social, economic, and cultural environment.
- Fluency in written and spoken Farsi. Other common regional languages encouraged.
- Excellent writing, analytical, and monitoring and evaluation skills.
- Willingness and ability to travel to the region on a regular basis.
- Proficiency in MS Office, specifically MS Word, Excel, Access and Powerpoint.
- Attention to detail and ability to handle multiple tasks in a fast-paced environment.
- Good presentation skills.

Position: Web/Database Programmer
Reports To: Information Officer
Scope:
1. Protect the security of data, programs and code-sets utilizing industry best-practices for backup, testing, version-control and change management.
2. Provide custom programming and database development services in support of existing and new software applications.
3. Assist with data mining and development of custom interfaces, reports and business intelligence.
4. Maintain an accurate real-time inventory and version history of database systems.
5. Extract and provide database dictionaries, at the table level, as required for maintenance and development.
6. Design, develop, test and implement programming interfaces and customization as directed, following Change Management procedures.
7. Maintain and develop service oriented architecture in data migration.
8. Translate business model best practices into data governance programming rules.
Experience or Skills Desired:
- BA or BS from an accredited institution or equivalent experience
- Demonstrated experience integrating MDM, BI, Change Management and SOA into database systems.
- Expert-level mastery of ACCESS, SQL, Java and other defined languages/tools.
- 3-4 years experience in office environment
